The Cabinet in its meeting held here today decided that the PTA (GIA) teachers whose services have not been taken on contract basis may be allowed financial benefits including annual increase as well as honorarium for vacation period on notional basis at par with their counterparts with effect from 1 June, 2017.

The Cabinet was chaired by Chief Minister Shri Virbhadra Singh.

The Cabinet decided to provide medicines (drugs) and consumable free of cost to all the patients irrespective of any income criteria at all public health facilities in the State. The decision has been taken in larger public interest with a proposal to include more medicines and consumables in the free drug policy of the State Government.

A budget provision of 71 crore is available for this and 330 number free medicines and consumables would be provided to the patients under Indira Gandhi Free Medicines  Scheme.

The cabinet decided to grant retirement and death gratuity to New Pension System (NPS)  employees from prospective date on terms and conditions as applicable to the employees covered under CCS (Pension) Rules, 1972 subject to maximum limit of 25 years of qualifying services.

Nod was given by the Cabinet to increase the honorarium of Panchayat Chowkidars from Rs. 2350 to Rs. 3050, an increase of Rs. 700 per month in their monthly remuneration. During the budget announcement of Chief Minister Rs. 300 was already enhanced earlier and with this decision there will be an increase of Rs. 1000 (700+300).

Keeping in view the World Bank  and JICA assisted  upcoming new projects in Forest Department namely H.P. Forest for Prosperity Project (FPP) and H.P. Forest Ecosystem Management and Livelihoods Improvement Project (HPFEM   LIP), approval was accorded for manpower structure for preparation phase of the project. This is by way of re-positioning of the posts of externally aided project viz; Mid Himalayan Watershed Development Project and Swan River Project. The headquarter of FPP will be at Una and that of HPFEM    LIP at Kullu/Shamshi and one regional office at Rampur. In both the projects 67 number manpower was required in preparation phase.

HEALTH

The Cabinet gave its approval to upgrade Community Health Centre Barsar to 50 bed Civil Hospital  in district Hamirpur along with creation of adequate staff

It was approved to open new ayurvedic health centres/dispensaries in Choridhar in  Tehsil Karsog of district Mandi, Shirhorpian in  Jwalamukhi, Tikker Rajputaan in  Bijhari in  district Hamirpur, Bhedon in  Nahan, Dupkan in district Kullu and Gawal Tikker in Palampur in district Kangra. There would be three posts each in ayurvedic health centres.

Nod was given to open Health Sub Centre (HSC) at Katindi in Mandi alongwith requisite posts.

Approval was given to open Primary Health Centre at Khoksar in Lahaul & Spiti with requisite posts.

Cabinet decided to open new Primary Health Centre at Bhiunkhari in district Solan alongwith posts.

It was decided to upgrade HSC at Goela to PHC and opening of HSC at Bagguwala in GP Mandhala in Solan with requisite posts.

Decision was taken to open Primary Health Centre at Drang in district Kangra alongwith creation of three posts.

Decision was taken to upgrade HSC Shelag to Primary Health Centre in Shimla district alongwith creation of three posts.

Nod was given to open Ayurveda Health Centres in Village Khabli in Dehra as per announcement of Chief Minister.

Decision was taken to upgrade HSC Bhawai to PHC alongwith creation of posts.

It was decided to open Ayurveda Health Centre at village Nalsar, Samlaun, Barswan, Malwana in tehsil Balh.

Decision was taken to open new Ayurveda Health Centre at village Sheelghat in Arki of district Solan.

EDUCATION

It was decided to upgrade government Middle School Rang at Kharada  in Chamba district to government High School  with requisite staff.

It also decided to open new Primary School at Bhalta in gram panchayat Sangna in Sangrah and  in village Marath in gram panchayat Mahipur in Dadahu of district Sirmaur.

It also accorded approval for a new  primary School at Kanshi in gram panchayat Kothi in Ghumarwin of  district Bilaspur.

The Cabinet agreed to upgrade Middle Schools Bandal and Kuffer-Kiara to High Schools and Government High School Mandwach to Government Senior Secondary School alongwith requisite staff in Sirmaur district.

It also decided to upgrade Government High Schools Kortmors  in Mandi, GHS Maigal in Drang and GHS Kunr in Bharmour to Government Senior Secondary Schools.

Decision was taken to upgrade Government High School  Kharkaan in Sirmaur to Government Senior Secondary Schools.

The cabinet decided to absorb the surplus staff  in education department  who were possessing essential qualifications for post of clerk as per R&P Rules on secondment basis.

Decision was taken to upgrade Government Middle School Jarot in Jwali of district kangra to High School and to upgrade Government High School Girls Jawali to Government senior Secondary School alongwith  creation and filling up of requisite staff.

Posts/Jobs

The Cabinet approved filling up 110 vacant posts of Junior Office Assistant (IT)  in Health and Family Welfare Department on contract basis.

It was decided to appoint 110 staff nurses for Pandit Jawahar Lal Nehru Government Medical College, Chamba.

The Cabinet has decided to create 96 posts of Foreman by upgrading the vacant posts of Pump Operators in IPH Department.

The Cabinet  gave its nod to fill up 20 posts of Assistant Professors (College Cadre) in Sociology and Physical Education on contract basis.

It also gave its nod to fill up 31 backlog posts of Lecturers of various discipline in government polytechnics.

Decision was taken to fill up 12 posts of Publicity Assistants  grade-I and 12 posts of Grade-II in Information  and Public Relations Department on contract basis.

Nod was given to create four posts of Superintendent Grade I in IPH department.

It was decided to fill up three posts of various categories in Institute for Children with Special Ability Dhalli.

It also approved creating and filling up one post of Research Officer in Planning Department on contract basis.

Decision was also taken to fill up 16 posts of drivers in Forest department through LDR amongst the Class IV and 16 posts  be filled up through direct recruitment.

Nod was given to fill up one post of Ayurveda Medical Officer, three posts of caretaker and one other in Old Age Home at Basantpur.

It was decided to fill up two vacant posts of Statistical Assistant by way of promotion in Social Justice and Empowerment Department.

Decision was taken to create one post of Associate Professor in Cardiac Anesthesia Department of IGMC Shimla and to create one post of Assistant Professor (Neuro Anesthesia) in IGMC, Shimla by creating Neuro Anesthesia Cell.

Decision was taken to create and fill one post of Law Officer in State Women Commission

The Cabinet gave its nod to fill six posts of artists in Information and Public Relations Department on contract basis through direct recruitment.

Decision was taken to  create and fill up six posts in H.P. State Legal Services Authority.

Misc

The Cabinet gave its approval to set up government polytechnic  at Dalash in district Kullu with requisite staff.

Cabinet gave its approval for opening Sub Employment Exchange at Nerchowk in district Mandi   and Nagrota Bagawan in district Kangra alongwith requisite staff.

The Cabinet also decided to increase the cadre strength of HPAS from 206 to 228 as per the recommendations of Cadre Review Committee.

Decision was taken to open new Government ITI at Delath in Rampur of Shimla district.

The Cabinet approved to open Sub Tehsil at Basdehra (Mehatpur).

It also accorded approval to incorporate Patwar circle Presi in Sub Tehsil Pangna of district Mandi.

Decision was taken to rename the name of Government Polytechnic Bilaspur to Naib Subedar Sanjay Kumar Govt. Polytechnic Bilaspur at Kalol.

Decision was taken to new veterinary dispensary at  Sandoa in GP Dharogra. It also decided to upgrade veterinary dispensary Dharampur to veterinary hospital at Jangla in Chirgaon alongwith requisite staff.
